That ain't the answer; remove the weapons of war from private citizens and domestic arms dealers, and institute law and order classes, instructors representing every aspect Law Enforcement and Homeland Security, in school from pre-k through junior college and trade school. Personally, Sunday School is the solution to prevent the problem.
