And there is nothing they have to do to accomplish that. One: It's a draft, that is how the debate is done.They all send their opinions to the others. Two: IF true it returns the issue to the states where there are already laws in place and where citizens can vote on it and/or express their views upon their state representatives. No one loses any "right" they currently have. It should be voted on and done decades ago. Anyone thinking this "leak" was not planned to attempt to subjugate and influence the court by violence has been mislead.
