Was it Russia that flooded the oil markets 5+ years ago, driving prices to all time lows, US and oil companies going bankrupt, complete stop of development on the North American oil industry? Now we are at 100$ a barrel and we have a very rich putin attacking a democratic country. Needles to say that we have let putin dictate our oil markets for way too long.
