They need to equip something in vehicles that constantly reminds you there is a child in the car. With all this technology why haven't they thought of that after all these babies dying in hot cars?

I don't believe anyone does this on purpose. Often happens when a routine is changed for Instance taking the child for the day when its normally the Partner that does it. Unfortunately this will be remembered for ever.
