Good for them. Even if it is just a starting number for settlement, it isn't point. It is culpability and it sets forth a standard for how law enforcement deals with allegations in the future. There should be stricter guidelines, it should be taken seriously (no matter whose reputation is at stake) and it should be handled with expedience. The USA has a massive backlog of sexual assault DNA that they have not even processed yet.
These things will help the accuser and the accused to fair due process.
