It costs me about ¼ the cost to charge my PHEV per miles vs buying gasoline, and that's likely to be 1/5th the cost soon as gasoline costs continue to rise.

How did he get the figure for cost per mile? My bolt ev gets 4 miles per kWh. Even at 30 ¢ / kWh (Hawaii prices) that is 7.5 ¢ per mile in fuel cost, not 45 ¢ per mile.

This is a simplistic approach to a very complex issue. I personally believe he is probably correct but it is not the huge difference he is showing. The major cost driver is the cost of the batteries. Hopefully that price will come down as production increases and technology improves.
Boycott spending money for one week. Barter, trade services for goods. Eliminate taxes paid. That will do the trick.
