As far as DOJ/Classified… This isn't a defense of anyone. In any country, the government is never transparent in all it's activity. This protects the average and uneducated citizens. General knowledge of these secrets will be destructive.
That said, when power changes hands – it is only logical that the new leader/party has complete control over what is classified and what is unclassified. Any party removing protected documents should be prosecuted immediately and investigated for any kind of ulterior motive in private dealings. Any previous job title should be completely disregarded. The easiest example is a restaurant manager quits the job and is completely disallowed access to office documents and financial information.
