I would rate him above ashwin. Ashwin take 300 odd wickets in Indian turning tracks. On the other side, lyon take most of his wickets in Australian pacy and seaming conditions. Also, he played with some of australian best fast bowlers like johnson, starc, cummins, hazelwood, harris, siddle. Sometimes, he did not even had a chance to bowl more than 10 overs because of heavy pack attach. He is one of the best ever.
India vs Australia is way better than Ashes in recent times. Especially in Australia.

For a spinner who plays most of his cricket on fast bouncy Australian pitches, 400 wickets is just extraordinary. He is probably the best classical off spinner to emerge in last 10-12 yeats. Amazing feat.

For all the people comparing Lyon and Ashwin, I don't think it's even possible. They're both off spinners, but their similarities literally end there. Ashwin has been more of an all formats bowler, starting his career in white ball cricket and transitioning into red ball later. He literally has some 10 variations up his sleeve, and he can play mind games and fox the batsman up.
Lyon is more of a traditional bowler. As he said, he usually won't get wickets in his initial overs. He'll work his way up, and get wickets in his 15th, 16th overs. He has only the one that turns and bounces, and the one that stays straight, that's it. But he does very, very well with that. And then there's the fact that they were both born up in totally different environments.
I think they both have their own charm in their own ways, and it's an absolute joy to watch them both in action, watch them weave a web around the batsman.
You sure can have your own preferences, but comparing them just doesn't make sense
