Why? Intent must be proved. Most of those charged believed the collusion in the report was genuine. There were a few bad actors, but appearently they have not litgated those to date. BTW, HRC thought the dossier was accurate. Quite frankly, most people, knowing that Trump had been planning a Trump Tower-Moscow for years, would find the dossier very believable. Also, not everything in the dossier was untrue.. it was the tainting of the evidence (a number of false statements) that led to the refusal of the JD to pursue charges against DJT.
