the enemy may have written code packets into the operating systems to hijack programs installed into the computer. a possible example, windows has programs installed into it in the form of code, these pre installed programs stay untouched until you buy/download and install a program, it could be any kind of program, excel, word, programs used in the school district, blue print programs used by the military, architect programs, the programs on the os would be the same identical programs and will hijack the program installed, windows will install its own hijacked version of the program so others can steal information. if you were to make a program and release it the enemy would get it and make a windows update so its on the list of programs on it. you may need custom programs no one has; treason would also be a factor here, they might give custom programs to the enemy so they can install it on the os and it can update.
