There were cops on the street, but more focused on petty crimes and drugs. Likely, some of them radio'd in and said the crowd was way too big.
Korea's hierarchical system likely failed and someone didn't listen the incoming reports. Also, Itaewon has to have a ton of CCTV live cameras. Someone was watching this real time.
