The Newsom recall was all counted just 5 min after the poles closed siting that they began counting mail-in ballots as soon as they arrived and that less people voted in person. And according to the numbers, the same # of people voted in the recall as did the General election in 2016.
In fact, there have not been significant delays in the counting of ballots in California. Only with select races do the difficulties with counting seem to emerge.
This year, many Republicans were favored to win and these races are unable to get their counts in with various excuses as to the why.
If it were consistent across all elections, it would likely be considered poor management. When its select races/years, more questions need to be asked and answered.
Funny how the only states that are the major races are the ones that don't get counted right after elections . Are democrats .They need to know how many extra votes needed to get them ahead of republicans.

When it takes this long to count to votes. They're not counting the votes. They're using the vote as a baseline to not make it look so fraudulent. A woman who's running for governor is also the Secretary of State. Hell no we're going to do this all over.

How in the hell is it acceptable to receive a ballot days after the election? There should be a cut off date for the Monday before election.

This is unacceptable. Of course it's in the neck and neck races. Like AZ. Suspicious. Very suspicious. They are not recounting. They're still "counting". Run by one of the candidates, Hobbs herself!! Is she adding ballots? In AZ she just "found" boxes and boxes. Are they Lake ballots she was hoping to trash, or are they newly printed ballots Hobbs has now had ample time to figure out she needs to beat the remaining 20k ballots that they've been putting off counting, of which 70% are calculated to go Lake's way.
