Let's get to the root cause of all of this. Colleges should be held accountable for selling kids degrees that don't pay. Stop charging $100k for a career that has an income ceiling of $40k. Of course students and their parents could take 5 minutes of their time and find that out themselves.

I can understand why it is blocked. I don't like it or agree, but canceling debt is a purse strings, which is constitutionally congressional purview. I didn't like it when Trump reallocated money for his stupid wall for the same reason.
