If I lived in New York, I would plan for the snow by knowing that when snow comes, close the business and also plan to compensate my employees. That would be wise. Unfortunately, most people are not wise. They tend to think "I can do this. No problem. " Also, if business is down, compensation costs may be too high. I could still try.
