Nobody should be trackable wherever they go by strangers interested in specifically where they are. There have to be some kind of rights to privacy and that should include location. That's an excellent solution. $15k penalty for having a gun in your carry on, and you lose TSA Pre-check. I can see someone legitimately forgetting they had a gun or something else they weren't supposed to have on them or in their carry on bag; I carry a Leatherman multitool absolutely everywhere, all the time, except as part of my carry on for a plane; I'm sure some day I'm going to forget I have it on me instead of in my checked in luggage, and I'll just hand it over of course. I can certainly see that happening with a gun; it's something you may feel naked without, but with a $15k penalty, you literally can't afford to forget or try to get away with it. Just the price of the gun should be enough, but a lot of people consider that worth the risk–but they won't anymore.
