If a company or individual donates directly to a campaign, they have to report their identity. But a candidate is allowed to give as much as he wants to his campaign, without telling where he got the money from.
So doners who don't want their identities know give the money directly to the candidate who in turn losns it to the campaign under his name and no one else's. Whatever is left over, he gets back
If Santos doesn't resign, anything left from that $700,000 loan goes back to him because it was in his name. But if he resigns he faces potential fraud lawsuits and criminal complaints from the people who gave him the money.
