Why does this selection method make any sense, especially since congress is an assembly of the States, not parties, and they are choosing someone to lead the majority party in the House of Representatives, when the Speaker of the House is not a leadership, or authority, position, and we do not have a presidential line of succession in the United States, the person chosen to act as President in the specific case where both the President and Vice President are absent at the same time, only acts as President until the reason for the absence is removed or a new President is elected, which can occur immediately in the case of a vacancy in the Presidency, not on a 4 year term basis, this includes the Vice President who also only acts as President until the reason for the absence is removed or a new President is elected in the case of a vacancy, which could be the Vice President, but they would still need to be selected by the process established in Article 2 Section 1 or the 12th Amendment of the Constitution of the United States, meaning even the Bice President never becomes the President by accession.

    How should the Speaker of the House be chosen?

    The process for choosing every government official above the representatives in the House are by a ranked list method, a.k.a. Ranked Choice Voting, this includes the President, Vice President, Speaker of the House, and all appointments for vacancies in the department heads in the executive department and justices of the Supreme Court, and the Stateโ€™s Senators in the Federal Legislature.

    How does this Ranked Choice process work?

    This process is established in Article 9 Clause 2 of the Articles of Confederation for assembling a court to hear and decide disputes between the
    States. The process begins by each State nominating a number of persons from their own State, normally 3-5 persons, then those persons are compiled into an aggregate list, once the list is formed persons are stricken from the list by each State by lot for the order of the States for each round until only 1 person per State remained, then those persons remaining on the list are ranked by each State choosing 2 persons, at least 1 must be from a State other than themselves, from that ranked list the top 5 persons are considered by all the States, then the States choose by by vote, 1 vote per State, and a majority of the States is necessary to the choice.

    This is a nonpartisan and unbiased selection method that results in a consensus choice. No declared candidates, no party nominations, no party affiliations, no competitive partisan elections, none of those things that corrupt the current electoral systems in the United States!

    So as you can see, there can be variations on this process for the number of persons selected by each State to form the aggregate list, and one variation is used in Article 2 Section 1 where the number of electors is equal to the whole number of Senators and Representatives each State MAY BE ENTITLED in the congress, and each elector has two choices, at least one of which must be from a State other than themselves, which immediately forms a ranked list, and once compiled the top 5 persons on that aggregate ranked list are considered by the States, then the States choose by vote, 1 vote per State, and a majority of all the States is necessary to the choice.

    When this method is used to choose a Stateโ€™s Senators, each representative in the House, the most numerous legislative branch, can nominate 1 person, then those choices are compiled to form an aggregate list, then they can proceed as above by striking names off the aggregate list until only 1 person per district, county, remain on the list, then that list can be ranked by the method above, and then the top 5 persons identified by that process are considered, then the counties of the State choose 1 of those 5 persons by vote, 1 vote per county, and a majority of the counties is necessary to the choice.

    When vacancies occur in the executive or judicial departments, then the President provides a number of candidates by nomination, a number determined by the States in the Senate by rule for their proceedings, then those candidates are considered by the States in the Senate, then the States choose by vote, 1 vote per State, and a majority of the States is necessary to the choice, then that person is appointed by the President to fill the vacancy.

    If you notice there is no possibility of making a partisan choice, and the President and the electors do not make the choice, they make the list of candidates, then the equal branch of the legislature, the democratic assembly, makes the choice, and the choice must be determined by a majority of all the districts, be they the States in the federal assembly, the counties in the State assembly, or the cities in the county assembly.

    This is how Ranked Choice voting works, itโ€™s the ballot stupid, meaning the ballot of candidates is whatโ€™s important, and the persons appearing on the ballot must be from a process which all the districts participate, then when the determination is made, all the districts have participated in the choice.

    This competitive partisan electoral process must end, it does not make a consensus choice, and the person chosen has conflicts of interest related to party affiliation, which is not allowed in making choice at any level for any for any reason, which includes policy, selection of government officials, and any other act or thing which a majority is necessary to make a collective choice.
