As Tucker correctly said, the farther the govt. is from you, the less control over it you have; so how small segments should govt. be divided? I think we should personally know the person we elect, so perhaps 2,000 people? Have a tiered system with the smallest segment elect their leader and this person would vote for all higher officials like governor or president in the name of his group. And only people who had proven themselves in the smallest segment could run for higher office.
