Washington, D.C., prosecutors charged a city official with second-degree murder in the fatal shooting of 13-year-old Karon Blake earlier this month. NBC’s Yamiche Alcindor has the latest on the investigation as authorities reveal the teen shouted “I am a kid” to his alleged killer.

Okay. I remember at 18 high school graduation has past. I'm still in my parents house living. My body was in the home at 3:am. At 13, I had little leverage to be out of the house past 8pm. Lol I'm not understanding.
