I think we lose the big picture here. US, under Project Genetrix, sent more than 500 high-altitude balloons into China and Russia territories. US claimed that it is its rights to fly these balloon at high altitude. That is because the national air space is around 30K feet above ground. And international laws are vague about flying objects over 60K feet above ground. Granted that these balloons are much lower than the low orbit satellites. But that is US position. That is, it is US rights to fly these objects around the world.
In fact China and Russia routinely send high-altitude balloons around the world too. During Trump administration, China flew 3 balloons over US territories. And US military, politicians and media did not say anything about it. Now it seems US is making a position that contradicting to its previous position on flying objects at high altitude. It has nothing to do with spy or not spy. That is not the point. The point is US is changing its position and narrative on a subject, different from what it has been practicing around the world.
It’s called probing, it’s a military procedure. Send out a reconnaissance group, very small check things out. Not to engage but to evaluate the situation. Evaluate the level of danger. Make sure things are all clear.
