Not military surveillance, But Civilian surveillance by China. Military surveillance of US technology for exploitation, is almost pointless due to various safeguards put in place during Soviet-days cold war. These balloon surveillance seems for China gaining local Political, Financial and Social control over US and Western world public. Example, China takes stream pictures of land developments around say a local town; Then it uses it to get their local gophers (pet-poodles), etc to buy shares, surrounding lands, etc, Or, simply buy land to block further development ; Then blackmail business and/or politicians. Politicians/Business who first fall into the trap, are in it forever, due to cycle of blackmail ranging from exposing them as "Chinese enemy collaborators", to simply extorting them if a politician's car was found on the property of a local mafia Don, etc. Same surveillance can be used to blackmail mafia dons into working for China, by threatening exposure of their activities to local law-enforcement (or even blackmail law-enforcement itself). It can be effortlessly used to black mail individual families too. Possibilities are limitless for China, and was made so due providing them technology, mineral resources, and money for free, from 1980's onward. The fault lies nowhere but in nations like Australia, Europe, etc politicians and so bureaucrats and business-magnates alike, for their own narrow personal greed (and other reasons), and shoved the public under the Maoist-communist catapulted train-wreck.
The US has an annual trade deficit with China of over 375 billion dollars last year alone, Washington gave tax breaks to corporations who gutted all American manufacturing for communist slave labor countries for higher profits and now people are complaining about balloons?
