I live in Utah. There is nothing rational about Utah legislature's conversation. Almost two decades ago, the Utah State Legislature abandoned the system where the Office of Legislative Council would opine on whether bills were probably unconstitutional, the likelihood that the courts would overturn a law on constitutional grounds, and an estimate of the likely fees that the state would incur in defending a likely unconstitutional law. Since then every year the conservative alt-right GOP Utah legislature passes laws that they know are unconstitutional and the state racks up a million or so in bills in defending bad laws. The gender transition bill is but another in a long line of examples and is a continuing recent line of legislative actions that impede on a person's inalienable right of bodily integrity and in which the uneducated state legislators substitute their lay opinions for actual medical expert opinion. The legislature ignored that even teens have a constitutional right to medical treatment recommended by reputable medical professionals. For all of Cox's window dressing that the bill is a temporary measure to gather data, it is not temporary; and it will be permanent. As a Utah taxpayer I have grown weary of this annual ritual in which tax dollars are spent unraveling the conservative alt-right Utah legislator message bills that are designed just to communicate to their right wing minority base. That was the point that the moderator missed: how is it responsible for the Utah's governing bodies to pass legislation that they know is going to be voided by the courts?
