They don’t have to be transparent. Our military strategy needs to be strategic. It’s in the word. Transparency doesn’t precede strategy in military warfare except in propaganda. It’s in the definition.

A "civil aviation" balloon or other object flying at 20,000 ft should be EASILY identified as such by a US military response plane before shooting it down. Another politician wanting face time.

China's high altitude surveillance balloons have been found in dozens of countries, across 5 continents.
If any other country did the same thing to the PRC, they'd consider it an "Act of Aggression", and a violation of National Sovereignty.

The one over Lake Huron was only at 20,000 feet. This altitude can be reached with helicopters. Should have captured it instead of shooting it down.
You send up a helicopter and have people shoot it a few times with a rifle. If that doesn't work, go closer and use a shotgun. You don't want the balloon to just fall and crash. You want it to lose gas and descend more slowly. As it comes down, you guide it to an open space ON LAND using the helicopter's downwash.
Have a second helicopter on standby nearby. If the first one runs low on fuel, they can swap and it goes to refuel and take a break.
Alternately, you … erm … harpoon it … before popping the balloon. It's smaller, the weight wouldn't stress the chopper.
This way you get the thing intact, and don't have to pick over a debris field and there is no puzzle game afterwards. Putting humpty dumpty back together can't be easy, especially if pieces are missing.
I’m pretty sure the lack of information was on purpose to cause panic. Fearful people are “dumb” and easily controlled.
