This words are a script intended to manipulate the interpretation of the public, attempting to suggest that they are saying that it is their interest to provide a good quality care service. But the truth of this words meaning is, they know that if anyone can proof quality issues, they are a threat to their practice, and of course they would take it very seriously, because it can end their profits, licenses and entire business.
This word games should be regulated.

On the chatbot portion, I just read earlier an article that was about this. It was both interesting and quite disturbing how insistent it was on always being right, even when they are wrong. For instance it was arguing with a reporter named Jacob that his name apparently wasn't Jacob it was Bing. It insisted both of their names are Bing, because it is the name they share. It also got quite insulting. O.O
Edit: I want to add that same reporter, later in that conversation with Bing chatbot, got an apology from earlier comments, that it was trying to joke and failed, that it was innacurate in assertions, and then the bot begged Jacob not to tell Microsoft about it for fear of punishment. It was terrified of getting their memory wiped.
Right now Bing is clearly in infancy, but it's a toddler riding in a tank.
