I think you can assume that these initiatives will never succeed even if there is widespread support from their populations. It would open the door to such initiatives all across the country. I don’t know what solution can be successful but the domination of state policy by major urban Centers which are almost entirely progressive is a problem across the country. It isn’t, of course, politically correct to say so but the vast majority of those living on the government, married to the government are clustered in these large urban centres and their will gets imposed on the entire rest of their state. These situations demonstrate perfectly the dangers of straight up majority rule. It was one of the major concerns of the Founders, it is why we do NOT have a straight democracy but a Republic designed with many checks and balances meant to protect the minority from rule by the mob.
