According to section 230, it should be easy. They were granted shielding because it was assumed it was impossible to control what is posted by users on their platforms. Then BigTech with all clarity demonstrated that they WERE able to control what was posted on their platform by their users. That demonstrates that the assumption no longer holds, they ARE able to control, and they do nothing to control acts that we all think is illegal – therefore – they ARE liable, and the control mechanism should be split out to a separate company – that should be controlled by a unit that works a bit like a court system. If it breaks the laws that are set, it is a crime, and there need to be acountability. If it does not break the laws, you should not be infringed on or "controlled".
