When I was in the military it was emphasized that a leader must make a decision with all the information available at that time. No hesitation, even a wrong decision is better than no decision. The person in charge should have said take the shot or don’t take the shot. If unable the commander should have told the sniper to use his judgement and confirm he would back the decision. Whoever said “I don’t know” should not be in a leadership position.
