The ISAP (Intense Supervision Program)is funded by the US government. BI Incorporated/GEO Group makes millions, if not, billions from these migrants. The migrants agree to be placed on this program upon entry, but it can be difficult. The program is focused on making sure they show up to their court hearings. They claim to help with referrals to immigrants referred to as "participants" to counseling, and extra help. BI/GEO has a program by the name of ECMS to help these participants. The problem is that you must have a license, ID, SSN, or access to transportation to qualify for public assistance. They usually don’t qualify for Medicaid, Medicare, food stamps, or government funds. Children that are not USA-born don’t qualify for WIC or public housing. They do not qualify for almost all programs, and it is very difficult for ECMS to assist them with all their needs. Their original passports are taken from them by ISAP or immigration in hopes that the participants will show up for their court date. If they are deportable, (no more court hearings) immigration will use the passports to transport them back to their county or another county. Most of the participants believe because they are allowed into this county, they have started their Asylum process. That is not true! It is the immigration process. They need an attorney to apply for asylum and met the Asylum qualifications. Most of the applicants do not qualify for asylum but think they do because they were allowed to enter the county. BI Incorporated/GEO Group, under the government program of ISAP, has a Bilingual Case Specialist that: • Performs weekly home visits, conducts intake interviews, and inspects GPS electronic monitoring units. Install and monitor a variety of GPS units, Voice-ID systems, and biometric mobile phone Smart-Link. • Responsible for managing more than 180 participant caseloads by conducting risk/need assessments, conduct face to face meetings, and documenting participants’ progress. Monitoring and tracking court dates and attendance. Providing referrals to participants in need of counseling, extra help, and support. • Monitor and Supervise participants' compliance with program rules/regulations and report all violations to the immigration ICE docket officer in the Department of Homeland Security. Responsible for writing detailed emergency reports, travel requests, change of addresses, and transfer requests. LOTS OF MONEY IS BEING SENT TO THIS PROGRAM FROM US TAXPAYERS!!! COMPANIES ARE MAKING SO MUCH PROFIT OFF OF THIS PROGRAM. THE GOVERNMENT SHOULD GIVE THESE FUNDS TO LAWENFORCEMENT AND VETERANS AND NOT WASTE THEM ON MAKING THESE COMPANIES PROFIT.

I think we should know the real cost of each migrant — their health care / dental care, the cost of special English language instruction / curriculum for their kids in our public schools, housing subsidies, food subsidies. etc. If we can quantify the annual cost of a prisoner in our system, why can't we put a number on the hard cost of a migrant, and THEN decide how many migrants we can afford to allow into the U.S. We are going about handling the migration issue all backwards!
