If driver was drunk. Their shots are a 1/5 of Gil. Where USA shots are a 1/6 of a Gil. Meaning a mixed drink in London is stronger than in USA. I know this as I was a second generation bartender. And I went to London for 17 days..If this person was drunk. I would say they were more drunk on average then in US. Obviously didn't make it through the gate. I believe we need more information before coming to judgement.
