There have been other tour boats that overturned because passengers are much more obese than ever before. Even a few airplanes have run off the runway because average weight has gone up so much.
What is the solution? Probably realizing that one should stay slender out of respect for one’s partner. Or staying slender in case one is needed to defend our country from Russia or China.

When traveling at 2mph inside a cave with 29 peolpe on aboard, the only way this thing flips is by someone saying "hey what's that in the water" and everyone rushing to one side to see what it is…. case closed.

I took that tour a few years ago.
It is NOT the boat shown in the video. It's a very shallow draft, wide boat. People sit on benches, close together. Maybe 8 rows of 5 people per row, plus the tour guide in the back operating the motor. It goes into the tunnel a ways, then they have everyone stand up, one row at a time, and turn around to face the other way, then the boat goes back to where everyone got in (the tunnel is too narrow to turn the boat around). Given that they pulled people through a hole, that implies they were deep into the tunnel. So, maybe it happened at the turnaround point, when everyone was standing up.
But another curious bit of evidence is passengers saying the boat seemed unstable. I don't recall that, so, maybe something else was going on too.
The tour was interesting but the boat ride was a small part of it. Most was walking, discussing the history of Lockport, the locks, and the manufacturing industries along the sides (the purpose of the tunnel). They make a big deal about the boat ride in a tunnel but the tour would have been better without it. It adds little to it.
The officer briefing the media/survivers etc. appears to have graves disease (bulging eyes). Please tell him to see a specialist

As a tour boat captain, I can say that unless it is some kind of thrill tour with a good bit of hazard involved, PFD’s life jackets are pointed out the the passengers as in a commercial airliner but not worn. Not nearly enough info here to make any judgement as to what happened.

They haven't been running that tour "since the 70s".
Me and my friends used to break into and explore those caves as kids in the 90s, they were closed to the public until the 2000s, and I can't believe they fit a boat big enough for 30 people in those caves, they aren't that big, a lot taller than they are wide.
I have a feeling that county police is missing all their meth that gets taken into evidence 😆
