The Ugandan military said the Allied Democratic Forces, a group with ties to the Islamic State, is responsible for an attack on the Lhubirira Secondary School in western Uganda. Dozens have been killed and at least six people have been abducted.

I'm from Somalia. This is worrying. Uganda was heavily criticized lately by the US for it's 'homosexual bill'.
I can see patterns of the West and the manner in which “unfriendly governments” are dealt with.
1) First heavy pressure is brought to bear
2) Followed by limited strategic sanctions
3) Sudden acts of terrorism.
