I was on SSDI in 2022 and the day after they instituted to withhold income tax from IRA distributions, which I needed to make sometimes because my SSDI didn't cover everything all the time, I called the bank to put money from IRA to checking so I could pay my bills. I never had them withhold tax, it was a disability distribution, I didn't expect to even file a return. But I had to file it to get the withholding back, which it turned out they owed me.
Only if you have cheated on your taxes you would fear the IRS.
