In Baltimore, Chicago, Oakland, or pretty much any other large city, I would never think about attending a block party.
Basic Ubi for stability of the most needy. 5 or 6 a day on debit card, and can save up for shoes , clothing, health supplies, bus. Will improve well being, and the local economy. An example is the food stamp program to maintain society and health and wellbeing, and even so, that helps the entire food industry.
We are getting numb with all these mass shootings and the politicians are hoping we just get used to it instead of stricter gun laws.
