Funny because cluster bombs are somewhat banned internationally, this includes almost every player in NATO. lol. As usual, politics and international killing, it's always legal and understandable if we're the one doing it. We're not there yet, but are we a step closer to Ukraine being nuked? There is no such thing as illegal actions when it comes internationally invasions, often it's just made up rules people claim but always excuse themselves with conviction. What we really need is a massive nuke network of satellites that will automatically nuke entire country when someone moves their troops outside of their own border.
Under The Convention, transfer of cluster munitions is a war crime. Without the first bomb detonated or declaring war, the US is guilty of a war crime.

So cluster bombs are supposed to be illegal and using them is a war crime. Is no one going to ask why the USA is stockpiling illegal weapons?
Both sides will be using cluster munitions regardless. Their cluster munitions result in up to 50% of the bomblets failing to explode (which can kill civilians at a later date) compared to the US' 3% (according to the pentagon). If they use our cluster munitions, it's actually safer than their using cluster munitions supplied by China, Russia, or whatever other countries that are selling weapons to both sides.
