A liberal move. Who commits more crime. People that can afford bail or not. Criminals belong behind bars regardless of being able to afford bail or not.
A judge could keep anyone if they determine that they are a threat. So that could be a stalker, that could be a rapist. I think it strengthens the system, and gives the judge more power.
