Even if they draw a majority black district, they are going to find ways to make it harder for African Americans to register and vote. Close down polling places in the district, have poll watchers that could lead to intimidation at the polls and voter suppression.

At this point, drawing districts has become way to politicized for any state to reliably, and ethically draw their own maps in a way that gives confidence to voters that these districts are not just arbitrarily created or adjusted to dilute the opposing party. These districts should be created by fully independent commissions that have very strict rules and regulations when creating or adjusting maps.
They are refusing to create a second predominately black district when it is easy to do. Alabama being Alabama.
