They are only responsible for your protection when you are in their custody.
Their main goal is to gather info for court.

If you are directly being paid by the people you serve, you are going to be poor (population not selective area). It can be doctors, nurses, cops, teachers or emergency. If the state is in between, you have a chance. If the fed is in between then you will do better.
