This is an all time Lowest of lows for them to do that. It's bad enough trying to sell homes in undevastated areas. Where people still live in. And they photo shop/Instagram filter pics to make it look beautiful like the homes are newly built or renovated (always check google maps if you're interested in buying a house that's "On the market" cause some of them are in worse condition/still being occupied/have bars on windows and in roughish looking neighborhoods. Always, Always check the maps) because like, there's so many homes that i have looked up on several occasions, on real estate websites and it's shocking how they really look in real life. So yeah, with all the deception I can see some real estate people people doing this to wildfire victims as well.
They're not all bad but you definitely want to know who you can trust.

After hurricane Ian hit Florida, there was no protection for the people that lost their homes. They had to pay out of pocket for the repairs when the insurance companies folded, many of them sold their homes, there was no rally against the swooping investors.
When tragedies strike, the scavengers come out to take all that they can.
