Good information- thanks. The probability of this pro-democracy bill getting passed is directly proportional to what how much the GOP believes it will benefit their Party. If they think it will gain them seats, it will pass. If not, they'll reject the bill regardless of how constructive it is to democracy. That's the way the current GOP operates, tragically.

Now that's funny. Here in Germany, the parliament is too large, and the parties have been debating for years how to shrink it back to the size that was initially intended. Well, of course no party wants to loose seats, so there's that. The voting system is a strictly proportional system mixed with personalized district representation, the so called Mixed Member Proportional Representation, MMP(R), which leads to overhang and leveling mandates, making the Bundestag the largest democratically elected parliament on the planet with a whopping 736 seats in the current term.
What sounds good is in fact a problem because the size makes it difficult to form meaningful and effective commitees, not to speak of the necessary space and the costs. There are 299 election districts with 2 seats each, so the minimum size is 598. We'll see who will change the size first, the U.S. or Germany. But I bet it will be a veeery slow race. 😉
