the Country as a suspect in a murder back in Brazil. He got here, bred and then
proceeded to murder his sperm receiver, escapes from prison and is now a
dangerous fugitve in rural Pennsylvania. Did I miss anything ?

What does he hope to achieve, aside from getting caught, by remaining in the area?
By the time law enforcement agencies arrive at the location where he was last spotted he is already miles away. All the agencies involved have fumbled this big time from the prison he escaped from to all the agencies searching for him! Prisoners should not be escaping at the rate they presently are.

Everyone up there get security cameras and dead bolts. Lock your windows and be safe. Even if you don't catch him you will catch the next criminal. The police protocol only works if you have evidence. The cameras are evidence. Your normal door locks are junk and can be picked with a plastic card.
I hope they catch him very soon, I need to open my windows to let some fresh air in!!
