They were not caught by surprise, Israel had much of it's military in other locations, working as person guards for the new settlers, as they illegally occupied Palestinian land. They've had to do this for some time, because obviously the people living in Palestine(West Bank) were not happy they we illegally being kicked off their land so Israel could build illegal settlements on it.
