You evacuate people from the borders of Gaza to the safe areas of Israel. There are many Arab places to go by train or bus if you prefer. Some of the commanders of militant groups are in Qatar for instance. Of course, Americans don't always win the popularity contest in the Arab or Persian world for good reasons.
