If you want to blame someone for these raids, blame the Palestinian Authority. They have a known history for corruption which has enabled armed Jihadists to set up in certain cities in the West Bank. Also stop labeling the West Bank as "occupied". Areas A and B of the West Bank are under the Civil Jurisdiction of the Palestinian Authority with the condition that the IDF be allowed to respond should an event happen that threatens Israel's national security. As it has been shown since 1994, the PA can't get their act together.
