If Russia opens up new fronts from Belarus or in the north of Ukraine, then Ukraine should be able to use HIMARS or any other weapons provided for any targets within Belarus or Russia. This should be a proactive statement by the US, NATO and any other countries that are supplying arms. A proactive statement on this policy would put the ball in Russia's court.
Looks like most of the missiles & drones are still hitting homes and hospitals (and killing civilians). President Biden: We need to give Russia an ultimatum on these barrages of missiles they are sending into Ukraine. We will send a long-range missile/drone to Ukraine for use against Russia for each missile/drone that Russia fires at Ukraine. Same deal with long range drones. This is totally fair for both sides. Ukraine may use these missiles for whatever targets they like within Russia or Ukraine. Fair is fair. Russia is breaking international law in a thousand ways. We cannot stand by and let this continue. If we send Ukraine missiles it will accomplish 3 things: [1] Russia may stop sending missiles into Ukraine [2] Russian civilians will see that this can happen to them too (more pressure against Putin) [3] Russia will use up lots of S-300 & S-400 missiles defending their airspace and will have less missiles to convert to a ground to ground function for use against Ukraine.
Almost every modern bomber is nuclear-capable or (relatively) easy to upgrade.
We must not miss this important moment. Russia is weak and we must give a new weapons package. Because the people of Belarus, who Lukashenko is forcibly dragging into this war, are also at risk.

Belarus is at risk of even tougher sanctions. They have a weak army and they don't need to get involved in this conflict. I don't believe that they will. But they must also be watched carefully.
Here's more proof that we must supply more weapons so that we can demilitarize Russia as soon as possible and it has no military power or ability to attack ever again. And Belarus, too, should not be ignored. It is better to crush them with sanctions.
