cops, can't have organized crime groups without cops loyalty to communism. As communism gets worse, gangs get worse, so do the cops against the civilians population backing up the gangs and the regime. Police as a disease, that turns to final stage cancer in communism. Haiti lost its ability to use cops to prevent civilians from defending themselves against the gangs, and only once the police were gone were the people able to mount a counter offensive to take their communities back. The African Islamic world is gaining power, so I fear for places like Haiti when Muslims support all terror groups world wide with guns.
