No government can afford to provide permanent or semi permanent housing and support due to costs and limited budgets. History has proven this both nationally and internationally in the wake of Hurricane Katrina and the Fukushima Japan Tsunami. Time for affected individuals to enact their Plan B as did those in New Orleans and Fukushima.
