The secretary can issue orders directly to the combatant commands if strikes are needed (he has more power than the Vice President) but people are being told that Cabinet Members "generally" try and tell the White House if they are not able to do their duties……are you kidding? If any senior staff especially those in line of presidential succession can not preform their duties they had better tell the President!!!
