On Monday, though, a federal judge ruled that the government agencies " had no constitutional duty to protect students who were not in custody."

Cops do not have to die charging into the unknown. All blame is on the shooter. Cops most always arrive to investigate a crime, not stop one. That is why you have to protect yourself. The doors on that school should have been locked!

Dereliction of duty is an administrative decision and not a grand jury decision.
Keep in mind that if they have not been charged already its because they won't be given process and the policy already.
What's needed here is the demand for improvement of that process.
SIM analysis:
Given the chain of command already at play given the events and the decisions made, if there is a jury, they will have to point the finger to those ultimately responsible, but in doing so there is already a process for it.
Further, if those higher up allow the others to point their finger you've got a breech again in the chain of command given justice here no different than the issue no different given the events of that day (shooting) no different than the confusion here with who should be shooting who between the jury, the man and the others holding the bag left standing around at the scene. 😉
Finally, if this is allowed to conclude, expect this to go lateral along that chain causing more casualties among them along with each other in honor of the criminal they lost focus on the next time this happens, they may forward your call to a community service specialist for further review instead. And if that becomes apart of policy and enforcement they will be left just to show up and pick up the pieces regardless.
As they should. Those officers took an oath to serve and protect but instead they stood by and let those kids get gun down. Just complete cowards all of them. They should never be able to wear a uniform and badge again.
