I think shes a public figure, and the images are fake. That means this is totally legal and a detriment to free speech orherwise, whether you like it or not.
The pentagon released a video discussing the utilization of Taylor as a propaganda agent. The government is currently holding hearings on AI and suddenly these images come out? I wouldn't be surprised if someone working for the government created those images to sway AI laws and policy.

A.I. deep fake images? there is straight up A.I. deep fake porn of any celeb you can think of!

Photoshop anyone? This is not a completely new concept. Its so easy to blame AI instead of blaming people's immorality.
"This content must be made illegal." Yet, this content has been happening since cut and paste became a thing in image editing software. So, for the past 30+ years. You could likely do just a google search, adult filter off, of this kind of thing, and find photoshopped images of it pretty easily.
This report is as if people never used age old Photoshop for the exact same thing.
Nothing was ever done then. The GIFs I saw of celebrities were everywhere in the early 2000s.
But they didn't make enough money compared to real tapes of Kim K getting the hammer.
So it died out to some degree. This is old news with no new solution.
