HERE IS THE THING, in simplicity. If you bring home a dog then either by neglect, abuse, or training, you create a vicious animal. You then allow that vicious animal to run rampant in society, you are fully responsible for the actions and damage created by that animal. Parental responsibility over children is no different. Today more and more parents turn children into vicious animals then let them run rampant. If you allow the government to raise your children the government will.
